Generally the best time to install a new roof is when the temperatures are above freezing so that it is easier to work with the shingles, and when the weather is not snowing or raining.

This is something we highly recommend never doing. Shingles that are laid over your old shingles will not last as long causing you to have to replace your roof again sooner than if you had removed the existing shingles. Re-Roofing usually always shows and does not look as good because of the warped or curling shingles underneath. If you lay shingles over your existing roof without removing them you have no way of knowing if you have decking problems underneath that should be addressed. And, if a leak should happen it is VERY difficult to identify the source because water will travel between the two layers making it almost impossible to find the source of the problem.
